The Port Congestion In Lagos! Are You Affected Too?

Is it just me on the port congestion in Lagos right now is Crazy!

My clearing agent is usually the best so i know for a fact it's not him. "The ports in Lagos are congested" they say! But my question is why would customs keep allowing more and more ships to dock, if they know there's no space for them to offload!

Everyday is the same story, "the ship is here, but it can't offload". My shipments take exactly 2 weeks to get to nigeria and that has never failed! NEVER! But the offloading and clearing process here in Nigeria is almost taking longer than the shipping period itself! Why?

So i took it upon myself to go to the Apapa/Tincan port by private boat to check things out for myself! As you all know, my customers DESERVE THE BEST so i go extreme lengths for them. I wanted to get the story first hand from the ports myself!

Below are some, when i say some, i mean only a few pictures of what the "congestion" looks like!

Nigeria!!!!!

Anyone else has similar experience, Pls share.

No container ship is allowed into Apapa port until at least, April 15th as the authorities work through the conjestion issue. Only Grimaldi (ACL in USA) container ships are allowed to berth because they have their own terminal. The conjestion problem with containers remains, otherwise. Hopefully, buy June, they will have it under control.

RORO terminals seem to have resolved their conjestion problems for the most part.

Hello Babiesmie,

I hope you can help me out on this.

A family friend of mine based in New Jersey helped me buy a Nissan Exterra and shipped to me to Lagos. He shipped it through Atlantic Container Line (ACL Cargo), and gave me the container number as aclu9632492. He referred me to the shipping companies website (www.aclcargo.com), however, each time i log in the container number it keeps saying ''ACLU9632492 Scaled out at Antwerp,Belgium On 01/30/09 22:38''.

This ship should have berthed in Lagos by now, going from the date it left Antwerp. Could the ship be caught up in the so called ports congestion?

What do i do.

could anyone pls advice me?

i just recently shipped my peugoet 407 2004 model to Nigeria. i have had this car for two years and since i am relocating back home from scotland after living here for the past 5 years i figured i might as well take my car with me.

is it true that i dont have to pay duty or vat to customs since i intend on driving the car in Nigeria for personal use?

Now, see it this way lets agree that you are the client that

needs an estimate for clearing a car and someone responded

the way you did, would you still do biz with that agent?

You have right to your opinion.

Sometimes, when it comes to clearing, there is due process

and there is back door. If you want to clear and you show the

bill of ladin and i ascertain from the final invoice the cost of the

car and may be the no of days it has spent at tin can {nija}{bla

bla bla} then i will be able to calculate the right cost even without

billing you extraordinarily.

But in a case where it has to be back door process, so many

things can still crawl up in which is not budgeted for,

Well, I dont know what might cause the experiencce wwheelz

was talking about.

wwheelz, That increase was for RORO. I have to say that upon further consultations I believe the ultimate increase will be much less than 30% (2007 and newer) and we may not see an increase on 2004 or older vehicles. I negotiated the clearing of a few 2004 vehicles today for the same price as I did before the introduction of e-payments.

I thought the bulk of the clearing cost would be determined after customs agents have inspected the car and given you the code necessary for e-payment. I was hoping that based on your experience, you'd be able to estimate what that cost would be, and after adding miscellaneous costs at the shipping company, exit points hassle fees, and other palm greasing fees e.t.c, you'd then be able to give me a reasonable estimate.

I have quotes from 2 agents already and they didn't need to see an invoice to give me an estimate. Do the best estimate you can, based on your experience if you are interested.

I am a CLEARING AGENT

Iam here to do biz and not to spoil any

agents biz.

Now, the clearing cost you are talking about is

comprised of may things. part of which is the

main CUSTOMS DUTIES

the customs duties are calculated based on

% of the price of the goods imported and those

goods are in dollars.

it means if your customs duties for cars purchased

last year was $1500*120= 180,000 naira then

this year same customs duties will be calculated

as $1500*148=222,000 naira.

Except this factor i dont charge my clients any

astronomical charges different from last year's

cost.

I always love taking scrap profit from host of clients

and not huge profit from few.

I'd recommend that you stay away from Grimaldi RORO because your car may not leave the USA for up to 3/4 months. If you don't know how to do the due delligence requred, by interaction with insiders at the port to get your car in line for quick export, don't use this shipper. I'll stay with Hoegh or Mitsui out of Delaware if I were you.

My container was cleared 2 days ago. It took 2 weeks to get it out of the port. Normally, it takes about 3 - 5 days. So, I still feel blessed to get it out.

How is the port congestion right now. I heard RoRo cars have only 3 days to clear before being taken to a different park. Did this help the overall congestion.

It is news to me that MSC Rhone has been grounded. The only good news is that the container that was diverted and discharged in Tema, Ghana since December 20, 2008 has been finally discharged on January 20, 2009 at Tin Can port. Please read the attached letter sent to shippers by MSC (attachments are not going through). The import of the letter is that  failure to clear your  container within the 15 days grace will result in demurrage of $2,157.17. The fact is that 7 days has gone out fo the 15 days grace without any hope in sight of clearing the container.

You can see the confusion when his excellency and commander-in-chief gave 60-day ultimatum to clear the congestion at the port and the shipping line giving 15 days for no fault of the shippers/consignees.

This is typical of FELA sang in his days, Confusion break bone, yepa, double wahala for deadi body and the owner of deadi bodi.

Don't mind my ignorance let fix this failure at the ports.

A vessel loadedwithin 24 hour in Le Havre , France taking 13 days to unload in Nigeria is very wrong.

This http://www.customs.gov.ng/Tariff/chapters/Chapter_87.pdf wont make things go smooth when in a crisis situation.

Why not tax by 3 engine and are groups

With the 10yr age limit, gorup cars into 1999-2002, 2003-06, 2007-09

Engines size <2.0l, <3.5l, <3.5l (<1.5l=0)

Duty for first age group should be N50k, and N20k for subsequent age group(i.e N50k, N70k, N90k)

Additional charge by engine size N15k, N30k, 40k.

Standard port charge of N30k(plus all other charges)

So a new Cmary will be N90k +N30k+N30k=N150k

Easy clear open system, pay to bank , customs confirm, shipper good to go.

Reduce corruption every shipper can budget ahead of shipping.

I have observed that quite a number of contributors on the subject have a good grasp of the matter discussed.

I did not reckon that Sultan will equally pass by.

Therefore, for your sake I will explain what 20% of Duty is.

Government collects its revenue on import on a percentage of the CIF.

C being Cost of the goods

I being cost of Insurance

F being Cost of Freight

Pure industrial Machinery, medical equipment, certain medicaments among others are 0% rated.

Basic industrial raw materials, spare parts, computers, semi-finished goods are rated at 5%.

Finished goods that are not manufactured in Nigeria have 20% Duty rate. CARS OF 1000cc BUT NOT EXCEEDING 2500cc fall in this category.

The luxury cars Carshopper, Inspired, etc import are 50% duty rated. But how many can truly pay the correct duty?

I hope my Standard 6 explanation has adequately fed your PHD ignorance.

Take this.

At the start of E-PAYMENT regime, one of the first crop of containers at Apapa port was found to have deliberately described his consignment wrongly with the intent of evading 20% duty on the goods.

Well, his containers were allowed to pass out of the port with instructions that he must come and settle the duty difference via a Debit Note issued.

The agent reported to the importer of the development and got his assurance that he will make good the payment.

THEY NEVER CAME BACK. The shipment was not Valid for Exchange.

Following from that experience, in the case of any scanned container found to have concealed or under-invoiced, duty payment must be made in full before such containers are released. And Container drivers are cashing in on this to milk importers dry with DEMURRAGE ON STANDBY.

We are all involved in making the ports congested.

All these car importers lade their containers with allsorts. In a container STC say, 4units of used motor cars, you find tear-rubber (2009) edition cars, brimming at the seams with computers, furniture, clothes, food items (as though there is no food in Nigeria).

These are some the tangential issues we too as a people must face before we start heaping all blames at the doorsteps of government. Government (most especially a lame duck like this one) cannot do it alone

The authorities at the RORO terminal announced 2 days ago that all vehicles that remain at the terminal without being cleared will be transported to Badagry after Thursday 15-01-2009. Many of these cars have been occupying valuable space since November.

Thereafter, the directive states that, any car that is not custom cleared within 3 days will be moved to Badagry. This on the surface appears to be good news for cars brought to Lagos RORO. There are quite a few ships that have been within Lagos waters for weeks, but unable to berth.

I'm not sure what the plan is to solve the container ship problem.

I and many nairaland dealers have several cars on a ship that was supposed to have berthed before Xmas, this ship has now been scheduled to berth by this weekend (knock on wood).

The part written by capital letters in your opinion seems to be the major cause of  congestion, now that they are about introducing e-payment for duties, do you think  that the perennial port congestion during yuletide will no longer exist after the introduction of the e-payment?

The problems at the ports are humungous, to say the least.

Let them have meetings and seminars for eternity, nothing, nothing again, I dare say, will change.

The only seeming improvement we have witnessed in recent time came only from the concessionaires.

APMT (MAERSK LINE OWNERS) perhaps have done more in 3years than the Nigerian Government has done in 20years.

If only Government Agencies will have business-like mentality of these private investors, if regulatory bodies will care-less about how much they can milk hapless importers dry and think of themselves as part of the solution, if customs will be more awake to their responsibilities and IF IMPORTERS WILL CONCEAL LESS, BE MORE PRONE TO PAYING CORRECT AND ACTUAL DUTIES, only then, can we hope for a friendly operational port.

I am a clearing agent, but I do not clear cars. I deal more in Industrial goods and machinery. So, I know what I am saying.

Update.  I just called my Agent who confirmed that the ship has finally been allowed to offload.  My truck should be out in about 3 days.  About time I say, about time.

While I understand that RORO is not applicable to Vehicles shipped out of Canada, In My Opinion, RORO is still the fastest form of Shipping Vehicles to Nigeria except for Extremely High Valued Vehicles which may cost a tooth to insure via RORO.
